Implement Regression Testing

Description: Add regression tests to ensure the IP Reputation Checker continues to function correctly over time.

• Write regression tests for the ip_reputation_checker module in the IP directory
• Ensure the ip_reputation_checker.py script runs without error and is properly validating IP reputations
• Verify that the utils module in the Common directory is properly handling IP address conversions
