Add ability to update ID descriptorState

I don't know how important this is, but if we want to start allow for setting IDs as inactive, we could probably write a simple script that does that via CLI or function. I'm not sure how complete the process is within the dewrangle API itself, so it may be better to just write a simple cloud function that directly calls the dewrangle API directly.
