ObservedRegion inconsistency

In general, all instruments on a s/c observe the same region. (One exception is VOYAGER{1,2}_PLS; there may be others.)

hpde_io.error.log lists inconsistencies.

ObservedRegion.json lists the union of observed regions for each s/c.

I'm working on this set of ObservedRegion issues you noted a long time ago, but I disagree with some of the ObservedRegions.
For example, the POLAR spacecraft did not enter the solar wind (unless maybe there was a big magnetic storm), but the ObservedRegion 'Heliosphere.Inner' is expected to be in the list. Am I allowed to use my better judgement or must I use the exact set given?

This list is created by starting with what exists in SPASE records, and then, as shown in the log file, the union of all regions of all instruments is used for the region of each instrument. This is in general true, but there are exceptions, for example, for VOYAGER{1,2}_PLS (which is handled), and someone mentioned another one on a SPASE telecon.

I think the most precise way to do this is to use the SSCWeb web service to get the full run of observed regions for the spacecraft (but the web service does not report all of the SPASE regions, which complicates things). Given this information will be used to constrain searches, it seems important to be precise so that a search on an observed region does not mislead the user if the metadata for an instrument is missing a region. Given the many issues and errors that exist, I recommend involving people with each mission in reviewing your proposed modifications.

Also, I'm not sure who comprised the list of issues, but In the future can the ResourceID be included in the list. It would make finding the metadata easier.

This was created by a process that builds HAPI metadata from CDAWeb metadata. We'll modify the file to include the resource ID.
