Inconsistent observed regions #16
Description
Some s/c have instruments with different ObservedRegions. In general, all instruments on a s/c observe the same regions (one exception is VOYAGER{1,2}_PLS, there may be others).
hpde_io.error.log logs possible inconsistencies.
ObservedRegion.json contains the union of observed regions of all instruments on each s/c.
