Manually run failed Brokering When Re-enabling Product Store Routing #91

Right now, when we turn off order routing (brokering) for a product store, the system correctly stops routing orders for it. It even tells us "Routing is disabled..." which is good.

The problem is, when we turn routing back on for that store, any brokering that have run while it was off don't automatically catch up. We have to go in and manually run those missed brokering tasks. This is really time taking

Steps to Reproduce:

Go to the settings.

Turn OFF the "Enable Brokering" from product store level.
Place some orders or do things that would normally need brokering.
Notice that orders aren't routed, and the system confirms routing is disabled.
Turn the "Brokering" option back ON from Product store
See that the brokering for the orders from step 3 wasn't automatically done.

What's Happening Now:
After turning brokering back on, we have to manually find and run all the brokering tasks that should have happened when it was disabled.

Impact:
More manual work for us.
Higher chance of mistakes because we're doing it by hand.
Our system isn't as automated as it should be.
