ec-probe: "unable to load one or more of the requested types"

Describe the bug
Tried to run ec-probe.exe in both admin and regular powershell gives Unable to load one or more of the requested types. Retrieve the LoaderExceptions property for more information.. With monitor --clearly and dump.

Expected behavior
Should see some register values either as I run "LG Smart Assistant" or dumped; not just an immediate crash.
