Date Format : Follow PF guidelines

RHTPA designs are updated to use Patternfly guidance for formatting date and time.

This means that the UI must use the locale defined by the user so the web browser relies on the value defined in the browser itself or at the systems level (by the user or globally).

Currently the UI is using US format which is hard coded in the application.
