Describe the bug
We were able to build and install debug but not release variant.
To Reproduce
Steps to reproduce the behavior:
Use com.google.android.gms.oss-licenses-plugin 0.10.7 or 0.10.9
Use com.google.android.gms:play-services-oss-licenses 17.3.0
Use Android Gradle Plugin 8.13.0
Expected behavior
No build error
