As a user, I want push notifications that are more targeted to me.

Right now: Just push notifications once a week on Tuesday

Later: Push notifications immediately when new work comes up that matches my profile. The push notificaiton when clicked on should bring up the card for that bounty direclty

I have done this before as segments or attributes that are sent back to the push service. These can then be filtered for targeted pushes.
