Adding Arabic language support to xcref

I am a native speaker of Arabic and I would like to contribute towards adding the necessary Arabic grammatical wording. However, if I can get some guidance regarding which portions of the code I need to add/modify since I do not know neither French no German so I have an issue getting a hang of things.
