Custom Texture glitching with GPU handled palette texture

Texture replacement is working fine when Dump Texture is on or IsGpuHandledPaletted() is set to false manually

Attached are the save state and inverted Cammy texture for easier testing

It's a bit hard to bisect since I need to reconfig my cmake to support the older commits.

But I've checked all major version, they have similar behaviors:

v1.1 ~ v2.0

v2.1

v2.2

v2.3

Except that since v2.5, the alpha background starts glitching (which has the same behaviour with the latest image attached in the first post)

all versions have a more stable texture replacement with Dump Textures enabled

With Dump Textures enabled, palette handling is done on the CPU. See #1528

So it depends on should we introduce an option to disable GPU palette handling, or should we support texture replacement with GPU palette handling
