Parameter generation tool paramcache doesn't build

For the CI there need to be parameter files available. We generate them every two months and store them as an archive. That archive can then be picked up by the other jobs. More details can be found at https://github.com/filecoin-project/rust-fil-proofs/blob/7d609fffe8645d0eba4acbbf3a054ff3c83b946f/.github/README.md.

The job generating those parameters failed. It failed compiling: https://github.com/filecoin-project/rust-fil-proofs/actions/runs/17364134283/job/49288267405

I don't know if anyone but me is getting notifications if that job fails, hence I'm opening this issue.

No notification for me, I wonder why you're getting them still? That seems odd given the new perms setup here. @galargh can you shed any light on this?

When I look at the GitHub Actions CI files, it still seems to be the old setup, which requires those artifacts.

1. potentially fixing this CI
2. ensuring current maintainers get notified if there are failures

Ad. 1. This is because we don't use lockfiles here (I see @rvagg mentioned that we might want to change that in #1788). It turns out one of the transitive dependencies was updated and shipped with some breaking changes that affected us. For now, I fixed it here: #1789 (note that builds with cuda-supraseal feature still fail there https://github.com/filecoin-project/rust-fil-proofs/actions/runs/17501793280/job/49719083779).

I also generated proof params from that branch to make sure it will work after we merge it - https://github.com/filecoin-project/rust-fil-proofs/actions/runs/17501872660

Ad. 2. This one is a little bit trickier because the rules for who gets notifications about scheduled workflows are awful.

The user who gets the notifications is the one who last:

• re-enabled the workflow;
• or modified the workflow cron schedule;
• or created the workflow.

I disabled and enabled the workflow just now, so from now on, I will be receiving notifications about scheduled run failures. However, if you want to take it over, just head over to https://github.com/filecoin-project/rust-fil-proofs/actions/workflows/proof-params-generate.yml and do the same.
