Summary

the laminas.ci integration is not the same like in admin, api, light

can you keep it consistent ?

Not sure what exactly you mean by "the laminas.ci integration", I assume the .laminas-ci/pre-run.sh file.
I compared it between QUEUE and API - they are different, but they don't even need to be identical, because:

• API's version needs to install SQLite3 for running tests.
• QUEUE's version does not have a database, so it does not need to install anything extra.
  Unless specifically needed, QUEUE's version can be deleted.

the issue with failing PHPCS check was cause by the line

"--no-plugins"
from additional_composer_arguments key in .laminas-ci.json file
