What is the reason you want to limit PaperLaunch to only be active during the recent apps screen?
Detecting that would require - if at all possible - some additional permissions (which isn't a good thing :) )

The reason is :I frequently use Pie Controls and I would disable them temporarily in recent and would like to enable PaperLaunch only then.

Do you trigger the activation / deactivation (via Tasker for example?) If yes then I think it would be the best for PaperLaunch to offer a Tasker integration

In the coming release achieving your feature request can be done by using Tasker.
PaperLaunch then provides a Tasker plugin that allows to enable or disable PaperLaunch.
