Look Into Automated Release Notes Settings

When we get closer to the initial release, look into setting up automated release notes. These are based off PRs merged since the last release, and configured with a YAML file.

It may also be worth looking into seeing if we can integrate this with our website as well, so a PR is automatically created for a new Changelog post with the release note content.
