The existing logic of constellation capacity assumes a certain probability (Say 75 %) of observing a location.
However, if there is a large number of requested points(planner requests) in the satellite orbit, even at a low capacity (say 3 %), there would be a few observations.
Ideally, if we say 3 % chance of observation. In the entire satellite orbit, the observation window should be available only for 3 % of the time.
