Update the developers site to accept multiple callback urls

Description

I heard about a year ago that the SSO (maybe v2) can accept multiple callback URLs but the developer site has not been updated to allow for this, so third party developers are limited to a single callback URL.

Use case

Right now, Im updating a legacy application, having the ability to add or remove development URLs to an application would be incredibly beneficial the development process. This is a unique and narrow use case, but I hope it makes sense.

As an FYI: Google has done this for years.
It is super useful (saves time) in the dev phase.

Not only google, but Auth0 supports this as well and it is outlined in RFC6749 3.1.2.2 which is what CCP has done, but we can't utilize it. Paging @stebet (CCP_Ghostrider). I think he is still on the team that oversee's the oauth server but im not sure about the dev site.
