Implement ejection for conflicting signatures.

This could be complicated - needs thought about how to implemented. How to store evidence of conflicting, sending evidence to other nodes. Current ejection evidence is provable by protocol state, and this is not, so we need to work through how to realize this.

Mark a node for ejection (consensus), other nodes need to agree - need to make finality signatures visible at multiple layers.
