[New VM] Make a single “env_info” function to extract information from the host #5196
Description
Make a single “env_info” function to extract information from the host, i.e. blocktime, caller, transferred_value, block hash, etc. Needs to have feature parity with 2.0 impl. Currently, there is a separate host function per item.
