Enforce a stricter import style

Per https://reviewable.io/reviews/TraceMachina/nativelink/961#-NzdaOrGB4eywGxlvIuR, we should not only enforce the ordering of imports but also their granularity.

We can do this with imports_granularity, which we should set to Module.
