Release 0.7.0

Hey, can I please ask the maintainers to release a new version with bazel_worker_api and protobuf dependencies bumped? (I did that in my PR that's already merged)

We have this issue #279 tracking some things for 0.7.0, in particular removing WORKSPACE support, so I'll create a 0.6.7 release

On the other hand, bazel 9 compatibility is pretty significant, so maybe 0.7.0 is appropriate

BCR presubmit check fails on macos (because there's no new android build tools), I guess swapping it for macos-silicon will solve the issue

I updated the build tools version for mac a while ago:
bazelbuild/continuous-integration@7ed9ca5#diff-ec65c857dda5dc707bc531d34707491ccb13ffc0117c33f368b84af476415679

I thought the worker image should be pushed to the runners by now, but maybe not, I'll check on this
