Need help with the plugin

I'm translating right now because I can't speak English, so I just want to understand everything. I wanted to use the plugin mentioned above for my xc or kz maps. Now I don't know which files I need to compile. Unfortunately, there are no finished smx files and there is no spcomp.exe on the server to compile them. I use a Linux server, there are no exe files there and I can't find a download for Windows... I need instructions for beginners on how to easily install the plugin and which files I need to compile for css.
