chore: Remove SearchForm & Combobox from Labs #3656

🚀 Feature Proposal
SearchForm in labs uses the old combobox and we've had a combobox for a while in Main, we should remove this component. It has been deprecated for some time.
Acceptance Criteria
- Remove SearchForm component, tests, docs, and exports
- Update V15 Upgrade guide with an explanation for the removal and path to migrate
