feat: Update Navigation Components #3591

🚀 Feature Proposal
Update Navigation components for Canvas v15 release.
Prerequisites
Before any work begins on this, we should verify the following steps have been completed:
- Design review: Confirm all components in the group are ready for development: "All tokens have been updated"
- Figma review: Confirm v15 Figma branch is up-to-date, and all components in the group are correct
- A11y review: Confirm a11y has reviewed and approved any outstanding issues
- Token review: The required tokens are available in
@workday/canvas-tokens-web - Make sure tokens are forward fitted
