Screen reader needs improvement

Many of the controls on the app are somewhere between difficult to understand to downright unusable when using a screen reader.

Detailed Description

Need to make sure to use aria tags and properly show and hide elements such as the hamburger menu. We need to ignore some labels, while providing additional context to others. In addition, the new issue form button controls are completely skipped on at least some screen readers
