Region safe zone building

Description:
Attempting to build in a safe zone, currently the extraction sector, after being offline and having a faction save zone spawn over appears to mess with the ability to place blocks on the main grid and seemingly any other grids within the safe zone.

Steps to reproduce:
Capture a region, get ship/station inside safe zone, log off and let faction zone form, log back in and attempt to build.

Expected behavior:
Building normally

So doing some figuring out: it appears to only effect stations within the zone, ships can be built upon normally
