I think the developers need more background information.
Maybe it is a general problem with the STR record. Have you ever tried to read a small STDF file with an STR record?

You can add command to skip STR parsing in STDR.py in the library, if you don't need STR which is used to store fail log data and for DFT diagnosis. I think the author gives up supporting the STR data parsing and leaves the work half way.
