Decouple plan.yml from tagged releases #89
Description
As we think about making our conference experience usable by other events, it would be nice to specify the config file separately from a tagged release.
It's also just kind of annoying for us that you have to cut a release or fiddle around in GitHub Actions to release a plan bugfix.
