Dictionary notes vs internal notes?

Should there be a distinction supported between notes that should be published in a final dictionary vs internal comments only visible to editors?

(Alternatively, separate DocumentMode from ThreadMode by introducing a whole separate kind of annotation?)

This is the problem I would like to solve:

The assurance is more useful for the editor than for the user, who theoretically should trust the masc. label. (For this particular case maybe there is a DocumentMode way to say "yes, this really is masculine.")
