[OpenSTEF 4.0] Add school holiday feature

As OpenSTEF user
I want to be able to configure (optionally) school holidays in the feature engineering pipeline
So that I can include them for forecasting situation where they are a good predictor

Changes should be done by forking OpenSTEF 4.0.0 tracking branch (release/v4.0.0) and then make a PR back onto release/v4.0.0 branch.

Definition of Done:

✅ Acceptance criteria

• The holiday feature engineering/preprocessing is extended to include optionally school holidays
• It is implemented in such a way that we keep internationalization in mind -> no bias towards any country
• How exactly to do this needs to be refined

https://github.com/OpenSTEF/openstef/tree/school_holidays Started in this branch. Implemented hardcoded pairs for target and which region of the Netherlands they are in, south, middle, north.

Good to know:

• Netherlands has different regions with different holiday timing, some also have carnival in the south. This data can be gained from https://www.rijksoverheid.nl/onderwerpen/schoolvakanties/overzicht-schoolvakanties-per-schooljaar but needs to be hard coded in currently
• The holidays on the rijksoverheid are already available till 2029-2030
• Each year the holiday days are different dates
