Summary

I've successfully fixed issue #143 by enabling the loading of repo context files (AGENTS.md, CLAUDE.md, and GEMINI.md) from the .openhands directory, making them accessible to the agent similar to how microagents and skills are loaded.

Changes Made

1. Modified openhands_cli/tui/settings/store.py:

Added import for the Skill class
Extended load_project_skills() method to check for and load AGENTS.md, CLAUDE.md, and GEMINI.md from the .openhands directory
Each context file is loaded as a Skill with trigger=None (always active), making instructions accessible throughout agent execution

2. Added comprehensive tests in tests/settings/test_skills_loading.py:

Test for loading repo context files individually
Test for combined loading of skills and context files
Tests verify skill names, content, and trigger settings

Verification

✅ All 236 tests pass
✅ Linting passes
✅ Changes are minimal and focused (2 files, +143 lines)

✅ Changes committed and pushed
✅ Pull request opened: #144

The implementation allows developers to provide repository-specific instructions through these markdown files, which will be automatically loaded and made available to the agent as always-active skills.
