Starting point: designated statistics as experiemental, official, and national statistics.

a dqv:QualityAnnotation class represents the proof of quality of a dataset or distribution, it is attached via dqv:hasQualityAnnotation.

The requirement is that this is more than just a tag, as the dqv:QualityAnnotation must have one dqv:qualityAssessment which must extend an oa:Motivation
