chore: add bug report and feature request templates (#1165)

* chore: add bug report and feature request templates

The bug report template was streamlined in order to:
 - minimise meta content that is not related to the problem (instructions how to search for information, add logging, etc.)
 - focus on the important parts: Playground link if possible, steps to reproduce, etc.
 - ideally we would like to use this template in the team as well!

* chore: remove the old template

* chore: fix punctuation

* chore: remove negative wording
