[BUG] JIT Pytorch extension pack_cpu_ext can randomly stall/fail #2234
Description
This was previous fixed with locks and force extension removal in the pack_cpu_ext loader but it appears not fully fixed. Symptom is random stall, nothing progressing, at end of layer 0 where we expect modules to enter packing stage.
