Create way to join teams and parties, make players default to singleton party

Lobbies added to simplify logic for things like casual games.
A lobby a collection of parties, unlike parties of teams, lobbies are planned to be handled automatically by the game, and a party is not required to be in a lobby.
Lobbies are not planned to be visible to the player, they are just for internal logic, to allow people to play a game together without having to join the same party
