trouble installing on windows 8 machine

Working on a Windows 8 machine.
I cloned the repo https://github.com/LexPredict/lexpredict-contraxsuite-deploy/tree/1.0.1.
I tried to follow the instructions that said to edit the file base/fabicrc.
But I cannot open that file...
What do you suggest?
