Project: Create and Explore Reference Catalogs

This will be a new notebook showing how to create and use reference catalogs used through the Butler.

@bechtol has contributed Validation/refcat_loader_demo.ipynb, maybe this satisfies (or at least starts to address) this issue?

Currently this notebook is only running at NCSA with HSC data, but if someone wanted to modify it to run on the DC2 refcats, then we could also get it running at the IDF. This could also be a good way for @psferguson to get involved and learn about the butler and reference catalogs.
