Adding All-Sky radiance in Obsmon interface

When you have time, could you please help us (Roohollah & me) to add the visualisation of the All-sky radiance observations the same way as for radiances (Obstype satem). The difference is that:
-- for clear sky assimilation:
-- obstype: 7
-- name: satem
-- subtype: 119
-- for All-sky assimilation:
-- obstype: 16
-- name: allsky
-- subtype: 215

Both have as var_name: rad
So far, we have amsu-b and mhs with this new approach.
