[Frontend] Add curved border to Home FAQ and Footer

As indicated by graphics, include a curved border decoration on sections with an orange background.

• Consider using a native border radius, perhaps while increasing the width beyond the viewport
• Otherwise, include an edge image, similar to pixel border for ZotHacks 2021 or clouds for HackUCI 2022
• Change solid orange background to be a radial gradient
