Issue tracking selection

Lets use the Github integrated issue tracker.

We definitely do need an issue tracker, and as importantly we do not want to spend too much time administering or running one.

On an email thread I listed lots of requirements or wishes for features. I have only used several issue/ticket trackers and mostly for administering or operative work so the email was partly speculative regarding software development.

This integrated tracker might not be perfect, but on the other hand it is nicely integrated with Github itself. Also, it is very likely to improve and keep on improving.

So, we can close this issue when we have agreed on one system.
