Describe the bug

Good evening, I'd like to report a bug on a redstone system I noticed while trying to make a game for a Casino.

What I noticed is that when a dispenser shoots a projectile at a target in town chunks (I did not test in Wilderness), the target wouldn't create a redstone signal, making it impossible to use this system.

I have tested with Quarters to turn all permissions on and in a single chunk itself, with all permissions on, but impossible to make it work; no redstone signal comes out of it.

(Although the target still work when it's thrown by a player it just doesn't work when it's from a dispenser)

To Reproduce

  • Just place a disperser with an item, such as arrows or snowballs, facing a target in a town chunk and activate it. (You can add a system behind with a copper bulb to assure if it works or not)

  • Then push on a lever or button, which will throw the item, and wherever it lands on the target, it won't create a restone signal.

Expected behavior

The target won't create a redstone signal.
