Change base docker image

Instead of using a bloated docker image, I think we should use one that does __not__ have nginx and does __not__ have wsgi running as root. There could be other things we do not want or need.

I would recommend one of these: `debian`, `fedora`, `centos` or `python:3.6` etc.
