Overwrite timed actions instead of adding new ones

Use case:

• User A executes a timed ban on user X for 1 day
• User B executes a timed ban on user X for 30 days to correct user A's action

Right now, it will add 2 unban timers to the list:
One after 1 day, the other after 30 days.

It would be preferred if the action from user B overwrites the action of user A.
