Investigate if sctp loggingmode should be parent by default #705

The loggingmode is set by default here: TorQ/config/settings/segmentedchainedtickerplant.q
Note that if we decided to change this, the change would need to be made in the equivalent file in TorQ FSP located here: TorQ-Finance-Starter-Pack/appconfig/settings/segmentedchainedtickerplant.q
When loggingmode is set to none (which is it by default currently), replaying the tp log to downstream subscribers who call .sub.subscribe doesn't work. I don't think this is intuitive and loggingmode must be changed to parent for this replay mechanism to work.
We just need to check there are no other untoward effects in making this change. For example, if stp/sctp are on different hosts, does making this change introduce errors, cause loss of some other functionality, etc.
