Tidy up NetCDF page

- Add link to Governance book
- Need to check grammar/spelling in “what is data chunking” paragraph. Maybe also split up into more than just a giant paragraph? Lots of time is spent on setting chunks for time series analysis, maybe split this up from the rest? Also, link to rechunker here? (Already links to Computations page, but could be more specific)
