SL Map location markers

The "Blufor Tracker" of SL map marker positions is not functioning currently in 7Cav Factions.  This needs to be added back.  Additionally, these markers need to be viewable by ALL BLUFOR (US Based) factions.  The second half may need to be moved to 7Cav Systems
