Is Landsat 4-9 C2 Dynamic Surface Water Extent Available to Download?

Hello, so i logged into my USGS earthdata account to see if i can download Landsat 4-9 C2 Dynamic Surface Water Extent. But when i use get_products(), i don't see it.
